Is it Really Getting This Bad?

In Flint, there has been a rash of manhole covers stolen. Apparently the cast iron grates can fetch as much as $20 each as scrap. Over the last year Flint and nearby Burton have had over 600 of these things stolen which has forced the cities to bolt them down using a special tamper proff bolt that only they have the key for.

How long before the bad guys make one of these keys?
